あらゆるモノがネットにつながるIoT、AI(人工知能)、フィンテック、クラウドなどのIT(情報技術)、自動運転をはじめとする制御システムのOT(運用技術)など、サイバー空間を前提としたデジタル化が近年、急速に広がり、これまでの社会の構造を覆すイノベーションを生み出しています。「サイバー空間と実空間の一体化」という、かつてSF小説に描かれた夢物語の世界は、ほんの20~30年の間に現実のものとなりました。2020年代にはデジタル技術が全世界に広がり、経済や政治、社会の隅々まで浸透していくといわれます。
デジタル化が進むにつれて、重要インフラを狙ったサイバー攻撃、ランサムウェア攻撃や不正送金などのサイバー犯罪は巧妙化し、実空間の経済・社会活動にも甚大な被害を及ぼしています。とりわけ国際的なスポーツイベントはサイバー攻撃の格好の標的となるケースが多く、2020年の東京オリンピック・パラリンピックは、IoT機器の普及も影響して、過去の大会と比べていっそう大規模な攻撃が予想されています。
自由な言論・経済活動が保障され、プライバシーが守られ、人びとが安心して暮らせるような「信頼できる社会」をつくるためには、サイバー空間の安全の確保が欠かせません。そのための新たなルールや制度、インフラ、さらには世界秩序の構築が求められています。
サイバーセキュリティーは企業にとっても、国家にとっても、喫緊の課題です。その対策こそが、デジタル化を起爆剤とする産業、経済、社会の健全な発展をもたらすと確信し、国内外の専門家や学識経験者、政策担当者を集めた国際会議「Cyber Initiative Tokyo」を開催することにいたしました。
全体セッションでは、国家や世界、社会制度といったマクロ的なテーマを扱います。分科会では、個々の企業の経営判断や技術開発に役立つ情報を提供します。
2日間の会議を通じて、登壇者や参加者のオープンな交流を促します。また、会議の結果は日経グループの国内外のメディアで報じます。本会議が、サイバーセキュリティーに関する世界中の経験や知見を日本に取り入れると同時に、日本の優れた技術や取り組みを世界に発信する場となることを願ってやみません。
開催に当たっては、「日本のインターネットの父」といわれる慶應義塾大学教授の村井純氏を座長に、産官学の有識者からなる運営委員会を設け、本会議の基本方針や名称、プログラムについて検討していただきました。厚く御礼申し上げます。

Recent years have seen rapid advances across the technological landscape. From the Internet of Things (IoT), a network that connects everything, to artificial intelligence (AI), fintech, the cloud, other forms of information technology (IT), and Operational Technology (OT) for the control systems such as in self-driving cars, digitalization with roots in cyberspace is constantly pushing forward and sparking innovations capable of inverting traditional social structures. The integration of cyberspace and real space-a vision that once seemed like a fantasy from a science-fiction novel-has become a reality in just the last 20 or 30 years. It is said that during the 2020s digital technologies will have penetrated every corner of economics, politics, and society on a global scale.
As digitalization presses onward, however, cybercrime also grows more and more sophisticated. Cyberattacks on critical infrastructure components, ransomware attacks, and illegal remittance, among other problems, are wreaking havoc on actual economic and social activities in real space. International sporting events in particular have proven to be easy targets for cyberattacks. Considering the ongoing spread of IoT devices, the Olympic and Paralympic Games Tokyo 2020 will likely face cyberattacks of a scope much larger than what past Games have seen.
In order to create a society of trust where people can live with a sense of security through the ensured protection of free speech, free economic activity, and privacy, we need to make cyberspace safe. That means laying out new rules, building new systems, establishing reliable infrastructure, and defining the optimal world order.
Cybersecurity is thus a pressing need for companies and nations alike. Knowing that developing effective cybersecurity measures will be vital to healthy industrial, economic, and social development on the platform of digitalization, we will hold the international “Cyber Initiative Tokyo” conference to unite specialists, academic experts, and policymakers from Japan and abroad in a fruitful exchange of ideas.
The plenary session will focus on macro-level themes, including countries, the world, and social systems, while the breakout sessions will offer valuable information that individual companies can use in making management decisions and developing technologies.
Over the course of the two-day conference, speakers and participants will have numerous opportunities to interact in an open, welcoming environment. We will also publicize the results of the conference via Nikkei Group media channels at home and overseas. Our vision for the conference is clear: we hope it helps bring a wealth of cybersecurity experience and knowledge from across the globe to Japan and serves as a valuable platform for showcasing Japan’s cutting-edge technologies and efforts in the cybersecurity sector to the world.
In organizing the conference, we assembled an executive committee of experts from the industrial, government, and academic spheres. Chaired by Keio University Professor Jun Murai, the “father of the internet in Japan,” the executive committee established the conference’s basic policy, official name, and overall program. We would like to thank the committee members for bringing the conference to fruition.
